From 1 October 2026, Northern Ireland will introduce Graduated Driver Licensing (GDL). These are the biggest changes to driver training and licensing in over 70 years. The new system is designed to improve road safety, particularly for younger drivers who are statistically more likely to be involved in serious road collisions.
The changes apply to all new drivers, but they are especially aimed at drivers aged 17 to 23. The goal is to give new drivers more structured learning time before they take their driving test and more experience after passing.

- The R plate period will increase from 12 months to 24 months
- For the first 6 months after passing, drivers under 24 can only carry one passenger aged 14–20 between 11pm and 6am
- The 45mph speed restriction for R drivers will be removed
- Learners will be allowed to drive on the motorway with an approved driving instructor
Drivers who break these restrictions may receive penalty points or fines.
